The economic property market

Crucial advancements have been made in terms of the emergence of a dynamic and transparent economic property market.
Legislative and regulatory texts promulgated in 2006 have outlined this market and its methods of operation.  
 
The four executive decrees below were promulgated in April 2007 and define the
operational framework for collating the tender and request by establishing the
 
fundamental principle of transparency:

• Executive decree n°07-119 of 23 April 2007 regarding creation of the National Agency for Intermediation and Property Regulation (ANIREF);    
  
• Executive decree n°07-120 of 23 April 2007 regarding organisation, formation and function of the Committee for Property Regulation and Assistance with Location and Promotion of Investments (CALPIREF);    Executive decree n°07-121 April regarding application of edict n°06-11 of 30 August 2006 stipulating the conditions and methods of concession and cession of land coming under the State’s private area and destined for carrying out investment projects;   
  
• Executive decree n°07-122 of 23 April 2007 stipulating the conditions for managing the residual assets of dissolved autonomous and non-autonomous public businesses and the excess assets of public economic businesses and the assets available at the level of the industrial areas;
  

The rules instituted are thus uniformly applicable to the entire property and concern:

• The provision method which establishes the concession and cession principle according to the bids principle, with the mutual agreement only be used in set ; situations   
  
• The duty of disclosure to meet the transparency demands;
  
• Preservation of the purpose of the real estate holdings, which can only be affected in favour of investors.

Furthermore, the new system also redefines the role of organisations involved in this , set up at the level of each Wilaya (Algerianadministrative framework, i.e. the CALPIREF, which assumes the role of owner and administrator and which can unit), and the ANIREFalso develop promotional activities for the entire public economic property portfolio.
