The fund for promotion of industrial competitiveness (FPCI)  Created in July 2000, the Fund for promotion of industrial competitiveness forms one of the main instruments for upgrading businesses in Algeria.
 
Aided by State grants, donations and legacies, the FPCI is used to finance upgrading expenses associated with the promotion of industrial competitiveness and namely regarding the following activities:

  • Standardisation;  
  • Quality;   
  • Industrial strategy;  
  • Industrial property;   
  • Training;   
  • Commercial and industrial information;   
  • Research-development    Expansion;   
  • Promotion of professional associations from the industrial sector;   
  • Expenses associated with studies and restoration work in industrial areas and areas of activity; 
  • Expenses associated with studies, facilities and creation of industrial areas and areas of activity;  
  • Expenses incurred to implement training programmes aimed at administrators of industrial areas and areas of activity; 
  • Expenses generated by the tasks and borne by the national committee for industrial competitiveness.

Execution bodies of the FPCI 

The national committee for promotion of industrial competitiveness is governed by the ministry for industry and it made up of representatives from the following sectors: Finance; Industry and investment promotion; Commerce; Foreign affairs; Higher education and scientific research; small and medium-sized businesses and handicrafts.
The Algerian Chamber of Commerce and Industry is also represented in this committee.
 
The role of technical secretary of the committee is assumed by the minister for industry.

Legal instruments of the FPCI

  • Executive decree n°2000-192 of 16 July establishing the function methods of the special assignment report n°302-102 entitled "Fund for the promotion of industrial competitiveness" , amended and completed by the    
  • Executive decree n°05-134 of 24 April 2005 and the   
  • Executive decree n°2006-396 of 12 November 2006   
  • Interministerial order of 6 August 2001 specifying the methods for monitoring and assessing the special assignment report n°302-102 entitled "Fund for the promotion of industrial competitiveness    
  • Interministerial order of 12 December 2001 determining the list of revenue and expenses of the Fund for the promotion of industrial competitiveness.

The upgrading of businesses

The upgrading of businesses aims to encourage the business to voluntarily become involved in a process for modernising its production tools, improving the quality and redefining its strategy in terms of the market threats.
 
In this process, State involvement is an incentive and does not aim to finance the business upgrade plan.
 
The contribution of the Fund for promotion of industrial competitiveness complements the other financial resources (self-financing, bank credits) taken out by the business to carry out tangible and intangible upgrading activities.
